1. Scope of application
With high-quality water resources, healthy water ecology, livable water environment, advanced With the purpose of water culture and modern water management, it has a certain resource scale, environmental quality, service conditions and management level, and fully demonstrates its water conservancy characteristics. It can carry out cultural, science popularization, education and other activities or provide people with leisure and entertainment as a provincial-level water conservancy scenic spot and beautiful Rivers and lakes, happy rivers and lakes, etc. (established before April 30, 2021), self-assessed to meet the national water conservancy scenic spot standards.
2. Basic conditions
(1) The scope and boundaries of the water conservancy scenic area are clear and there is no natural protection area Crossover or overlapping situations.
(2) The management subject is clear, and the main responsibilities are clear about the construction and management of water conservancy scenic spots.
(3) The safety management of water conservancy scenic spots is standardized and emergency plans are formulated. There are no major safety hazards in water conservancy project facilities and recreational facilities. There are no outstanding problems such as illegal water affairs and the "four chaos" of rivers and lakes (random occupation, random mining, random piles, and random construction).
(4) The management scope of rivers, lakes and large and medium-sized water conservancy project projects involved in the water conservancy scenic area has been delimited and announced, and the demarcation results are in compliance with the law.
(5) The water quality of the water body in the water conservancy scenic area meets the water body use function and is not lower than Category IV.
(6) The planning results of water conservancy scenic spots comply with the requirements of the "Guidelines for the Planning of Water Conservancy Scenic Spots" (SL471-2010) and have been approved.
(7) The scenic area is equipped with water conservancy scenic spot signs, navigation signs, safety warning signs, and water culture and science education activity facilities or display venues.
(8) The scenic spot has certain intelligent management conditions and is connected with the "Integrated Management and Service Platform for Water Conservancy Scenic Spots"dquo;Achieve information connection.
3. Work process
(1) The reporting unit shall report to each river basin management agency or provincial water administration department Make an application and submit application materials as required.
(2) Each river basin management agency or provincial water administrative department will complete the preliminary review of materials and on-site review, and recommend the best scenic spots that meet the requirements to the Ministry of Water Resources (no more than 3) ).
